Narrative:
I was working local control with only runway 10L available. Cpr X called on an 8 mi final for runway 10L and I cleared him to land. An air carrier had just departed runway 10R and I coordinated closing it for construction with ground control. There was thunderstorm activity east of the airport and I had to coordinate a turn to avoid the WX with 3 affected radar position for the departing air carrier. As I was doing this small aircraft Y called ready for departure on runway 10L. I was looking at the BRITE radar display as he called and did not observe a target west of the airport on final or an ARTS tag for cpr X. I had written the call sign on my pad at local control but did not realize cpr X was now on a 1 mi final for runway 10L. I looked out the window and scanned runway 10L and cleared small aircraft Y for takeoff. As he took the runway, simultaneously cpr X reported 1/2 mi final for runway 10L and I saw him visually. I sent cpr X around and turned him to avoid small aircraft Y. The ARTS tag on cpr X had not even gone into the tower coast list as it should for all arriving aircraft.

Title: CPR X ISSUED A GAR BECAUSE OF SMA Y TKOF.
Narrative: I WAS WORKING LCL CTL WITH ONLY RWY 10L AVAILABLE. CPR X CALLED ON AN 8 MI FINAL FOR RWY 10L AND I CLRED HIM TO LAND. AN ACR HAD JUST DEPARTED RWY 10R AND I COORDINATED CLOSING IT FOR CONSTRUCTION WITH GND CTL. THERE WAS TSTM ACTIVITY E OF THE ARPT AND I HAD TO COORDINATE A TURN TO AVOID THE WX WITH 3 AFFECTED RADAR POS FOR THE DEPARTING ACR. AS I WAS DOING THIS SMA Y CALLED READY FOR DEP ON RWY 10L. AS HE TOOK THE RWY, SIMULTANEOUSLY CPR X RPTED 1/2 MI FINAL FOR RWY 10L AND I SAW HIM VISUALLY. I SENT CPR X AROUND AND TURNED HIM TO AVOID SMA Y. THE ARTS TAG ON CPR X HAD NOT EVEN GONE INTO THE TWR COAST LIST AS IT SHOULD FOR ALL ARRIVING ACFT.
