Narrative:

Aircraft X was on airway nebound at 7000 ft. Aircraft Y was nwbound at 8000 ft. I was moderately busy in an area of my sector about 30 mi east of situation. I did not have time to call traffic to aircraft X on a target (1200 code) that appeared off his 10 O'clock position indicating 6600 ft. Aircraft X informed me he had an RA and was climbing. I said, 'negative' and informed aircraft X about the aircraft Y above him at 8000. Aircraft X responded with, 'we have that traffic in sight now.' aircraft X did not climb. I also informed him of the VFR target off his left at 6600. I believe this was the target that caused his RA.

Title: ACFT X NON ADHERENCE TO TCASII RA WOULD HAVE HAD LTSS FROM ACFT Y.

Narrative: ACFT X WAS ON AIRWAY NEBOUND AT 7000 FT. ACFT Y WAS NWBOUND AT 8000 FT. I WAS MODERATELY BUSY IN AN AREA OF MY SECTOR ABOUT 30 MI E OF SIT. I DID NOT HAVE TIME TO CALL TFC TO ACFT X ON A TARGET (1200 CODE) THAT APPEARED OFF HIS 10 O'CLOCK POS INDICATING 6600 FT. ACFT X INFORMED ME HE HAD AN RA AND WAS CLBING. I SAID, 'NEGATIVE' AND INFORMED ACFT X ABOUT THE ACFT Y ABOVE HIM AT 8000. ACFT X RESPONDED WITH, 'WE HAVE THAT TFC IN SIGHT NOW.' ACFT X DID NOT CLB. I ALSO INFORMED HIM OF THE VFR TARGET OFF HIS L AT 6600. I BELIEVE THIS WAS THE TARGET THAT CAUSED HIS RA.
