Narrative:
We were cleared for the civet profile descent at 19000 ft (level). We failed to change the altitude window on the MCP. The captain (PF) asked me to get the ATIS. While I was off, he expected VNAV to start the aircraft down. When it didn't, he did nothing. When I was finished with the ATIS, I realized we hadn't started down and were crossing civet at 19000 ft, 1000 ft high. I brought it to the captain's attention but he chose to make a PA at that time. When I tried again to point out our error, he answered a call from the flight attendant. Finally I said 'we gotta go down now!' and we started down. I am new on this aircraft (35 hours) as is the captain (50 hours). I don't feel the airlines should schedule crews this way.

Narrative: WE WERE CLRED FOR THE CIVET PROFILE DSCNT AT 19000 FT (LEVEL). WE FAILED TO CHANGE THE ALT WINDOW ON THE MCP. THE CAPT (PF) ASKED ME TO GET THE ATIS. WHILE I WAS OFF, HE EXPECTED VNAV TO START THE ACFT DOWN. WHEN IT DIDN'T, HE DID NOTHING. WHEN I WAS FINISHED WITH THE ATIS, I REALIZED WE HADN'T STARTED DOWN AND WERE XING CIVET AT 19000 FT, 1000 FT HIGH. I BROUGHT IT TO THE CAPT'S ATTN BUT HE CHOSE TO MAKE A PA AT THAT TIME. WHEN I TRIED AGAIN TO POINT OUT OUR ERROR, HE ANSWERED A CALL FROM THE FLT ATTENDANT. FINALLY I SAID 'WE GOTTA GO DOWN NOW!' AND WE STARTED DOWN.
