Narrative:
Aircraft was not grounded to the fueling truck during fueling. We were being line checked by an FAA official who spotted the fact that the airplane was not grounded. I gave the fueler the fuel slip and started work on some paperwork and did not check to see if we were grounded.

Title: ACI NOTICES THAT ACFT NOT GNDED WITH GNDING CABLE DURING RAMP OP ACFT REFUELING PROC.
Narrative: ACFT WAS NOT GNDED TO THE FUELING TRUCK DURING FUELING. WE WERE BEING LINE CHKED BY AN FAA OFFICIAL WHO SPOTTED THE FACT THAT THE AIRPLANE WAS NOT GNDED. I GAVE THE FUELER THE FUEL SLIP AND STARTED WORK ON SOME PAPERWORK AND DID NOT CHK TO SEE IF WE WERE GNDED.
