Narrative:
Frequency problems continue here in new york. Our departure frequency 119.2 was out for 3 days. We used 126.7 which prevented us from opening satellite departure position since 126.7 was its frequency. 120.15, 132.7 are so bad that one supervisor refuses to use them unless an emergency exists. 128.55 is out today and we are using 132.8. The position that normally uses 132.8 is using 127.3 which has a history of problems in the airspace it is being used for. We now have 6 position to open and only 5 frequencys. If we lose one, no frequency is available that is working and reliable to use as a backup. Teb tower reported today that they lost both local frequencys, 119.5 and 125.1. They have ground control combined with local on 121.9 which restricts operations into that airport. Also, with all the frequency changes, the surrounding facilities are so confused that inbound aircraft more often than not end up on the wrong frequency, or are lost in 'frequency land.' this increases workload greatly. As I write this, 125.5 was just reported to have noise on #1 transmitter and receiver.

Narrative: FREQ PROBS CONTINUE HERE IN NEW YORK. OUR DEP FREQ 119.2 WAS OUT FOR 3 DAYS. WE USED 126.7 WHICH PREVENTED US FROM OPENING SATELLITE DEP POS SINCE 126.7 WAS ITS FREQ. 120.15, 132.7 ARE SO BAD THAT ONE SUPVR REFUSES TO USE THEM UNLESS AN EMER EXISTS. 128.55 IS OUT TODAY AND WE ARE USING 132.8. THEY HAVE GND CTL COMBINED WITH LCL ON 121.9 WHICH RESTRICTS OPS INTO THAT ARPT. ALSO, WITH ALL THE FREQ CHANGES, THE SURROUNDING FACILITIES ARE SO CONFUSED THAT INBOUND ACFT MORE OFTEN THAN NOT END UP ON THE WRONG FREQ, OR ARE LOST IN 'FREQ LAND.' THIS INCREASES WORKLOAD GREATLY. AS I WRITE THIS, 125.5 WAS JUST RPTED TO HAVE NOISE ON #1 XMITTER AND RECEIVER.
