Narrative:

ASR 9 WX radar only operates on level 2 and 4. Levels 1; 3; 5; 6 don't display. Also; the actual location of WX depicted is often erroneous. This same problem occurred last summer during monsoon season. I don't believe it was ever fixed. Runway 7R runway 25L localizer OTS. 124.1 OTS. All standby transmitters and receiver OTS. ZAB 134 line OTS. South arrival using 127.45 because 124.1 is broken. 124.1 was switched with 118.1 with no written publication to pilots. 118.1 was previously arrival south and 121.1 clearance delivery. 124.1 was subsequently inundated with calls for clearance. Hotline with iwa tower works only one way -- we (P50) can call iwa; they can't call us. We are supposed to move to a new TRACON in november. It seems the operation is taking a back seat to opening the new TRACON.
