Narrative:
I was instructing a student to fly his new small transport twin. We were released from cvg radar and cleared for the NDB 22 approach at I69 (circle to land). When the student removed his foggles he noticed an approaching helicopter in the upwind for the active runway 22 going the opposite direction. We were entering the upwind to circle and land when we both saw the helicopter that was training, going the opposite direction in the pattern. The helicopter was blaming us for no radio contact, however, I was in the process of announcing our intentions as I saw it. Cvg radar didn't advise us of him because he was probably too low at the time they released us.

Title: POTENTIAL CONFLICT IN PROX OF NON TWR ARPT UNCTLED AIRSPACE.
Narrative: I WAS INSTRUCTING A STUDENT TO FLY HIS NEW SMT TWIN. WE WERE RELEASED FROM CVG RADAR AND CLRED FOR THE NDB 22 APCH AT I69 (CIRCLE TO LAND). WHEN THE STUDENT REMOVED HIS FOGGLES HE NOTICED AN APCHING HELI IN THE UPWIND FOR THE ACTIVE RWY 22 GOING THE OPPOSITE DIRECTION. WE WERE ENTERING THE UPWIND TO CIRCLE AND LAND WHEN WE BOTH SAW THE HELI THAT WAS TRAINING, GOING THE OPPOSITE DIRECTION IN THE PATTERN. THE HELI WAS BLAMING US FOR NO RADIO CONTACT, HOWEVER, I WAS IN THE PROCESS OF ANNOUNCING OUR INTENTIONS AS I SAW IT. CVG RADAR DIDN'T ADVISE US OF HIM BECAUSE HE WAS PROBABLY TOO LOW AT THE TIME THEY RELEASED US.
