Narrative:
Departed waukegan, il, on the morning of jun/xx/93 at XA00 in the morning for janesville, wi. After arrival we were told that we would be on the ground a couple of hours and then depart for phoenix, az, or possibly dallas, tx, but probably it would be phoenix. After our passenger left, flight planning and fueling was done. I received a phone call saying our people were on the way and would be there in about 30 mins and that we would have to go back to gary, in. I immediately had the fire personnel begin defueling operations. When our people arrived the defueling was stopped and we boarded for the flight to gary, in. I thought and hoped that with the low altitude and all the delayed radar vectors by center that enough fuel might be burned off to facilitate our landing. When I knew this wasn't going to happen. I asked center for a vector to an area where we could off load some fuel. The vector was given and shortly thereafter permission was given to dump fuel. I was not pleased at all with being put in this situation and the wasteful and completely unnecessary dumping of fuel because of a change of plans. The reasons why and explanations for the fuel dumping were explained to my people on board and this should prevent an occurrence of this nature from happening again.

Title: FUEL DUMPED BY CPR JET PIC AS ACFT GROSS WT TOO MUCH FOR LNDG.
Narrative: DEPARTED WAUKEGAN, IL, ON THE MORNING OF JUN/XX/93 AT XA00 IN THE MORNING FOR JANESVILLE, WI. AFTER ARR WE WERE TOLD THAT WE WOULD BE ON THE GND A COUPLE OF HRS AND THEN DEPART FOR PHOENIX, AZ, OR POSSIBLY DALLAS, TX, BUT PROBABLY IT WOULD BE PHOENIX. AFTER OUR PAX LEFT, FLT PLANNING AND FUELING WAS DONE. I RECEIVED A PHONE CALL SAYING OUR PEOPLE WERE ON THE WAY AND WOULD BE THERE IN ABOUT 30 MINS AND THAT WE WOULD HAVE TO GO BACK TO GARY, IN. I IMMEDIATELY HAD THE FIRE PERSONNEL BEGIN DEFUELING OPS. WHEN OUR PEOPLE ARRIVED THE DEFUELING WAS STOPPED AND WE BOARDED FOR THE FLT TO GARY, IN. I THOUGHT AND HOPED THAT WITH THE LOW ALT AND ALL THE DELAYED RADAR VECTORS BY CTR THAT ENOUGH FUEL MIGHT BE BURNED OFF TO FACILITATE OUR LNDG. WHEN I KNEW THIS WASN'T GOING TO HAPPEN. I ASKED CTR FOR A VECTOR TO AN AREA WHERE WE COULD OFF LOAD SOME FUEL. THE VECTOR WAS GIVEN AND SHORTLY THEREAFTER PERMISSION WAS GIVEN TO DUMP FUEL. I WAS NOT PLEASED AT ALL WITH BEING PUT IN THIS SIT AND THE WASTEFUL AND COMPLETELY UNNECESSARY DUMPING OF FUEL BECAUSE OF A CHANGE OF PLANS. THE REASONS WHY AND EXPLANATIONS FOR THE FUEL DUMPING WERE EXPLAINED TO MY PEOPLE ON BOARD AND THIS SHOULD PREVENT AN OCCURRENCE OF THIS NATURE FROM HAPPENING AGAIN.
