Narrative:
I was vectoring aircraft for runway 27L at ord. A foreign widebody transport was cleared for the approach and told to contact tower at the OM. I turned an aircraft onto downwind at 8000 ft and received a garbled readback. I then stated, 'that's for aircraft so and so only, left heading 090 degrees.' I then received the correct readback. I continued to work the traffic and about 30 seconds later I noticed the foreign widebody transport south of the runway 27L localizer sbound. I asked the pilot his heading. Readback unintelligible. While sorting this all out, air carrier X and Y lost separation at 8000 ft, 20 mi east of ord. Problem: foreign carrier took turn not intended for him. The call signs involved were not (should not) have caused confusion. It is getting worse and worse, this lack of attention that crews give controllers.

Title: FOREIGN WDB NON ADHERENCE TO ATC CLRNC. PLTDEV. ACR X SAME ALT ASSIGNED HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: I WAS VECTORING ACFT FOR RWY 27L AT ORD. A FOREIGN WDB WAS CLRED FOR THE APCH AND TOLD TO CONTACT TWR AT THE OM. I TURNED AN ACFT ONTO DOWNWIND AT 8000 FT AND RECEIVED A GARBLED READBACK. I THEN STATED, 'THAT'S FOR ACFT SO AND SO ONLY, L HDG 090 DEGS.' I THEN RECEIVED THE CORRECT READBACK. I CONTINUED TO WORK THE TFC AND ABOUT 30 SECONDS LATER I NOTICED THE FOREIGN WDB S OF THE RWY 27L LOC SBOUND. I ASKED THE PLT HIS HDG. READBACK UNINTELLIGIBLE. WHILE SORTING THIS ALL OUT, ACR X AND Y LOST SEPARATION AT 8000 FT, 20 MI E OF ORD. PROB: FOREIGN CARRIER TOOK TURN NOT INTENDED FOR HIM. THE CALL SIGNS INVOLVED WERE NOT (SHOULD NOT) HAVE CAUSED CONFUSION. IT IS GETTING WORSE AND WORSE, THIS LACK OF ATTN THAT CREWS GIVE CTLRS.
