Narrative:
Received WX briefings at XA30 and XE15. Last report for linden (newark) was 20000 thin broken wind 080/10 temperature 86 degrees F. Both briefers agreed that VFR flight between ldj and hpn would be feasible. Received last min update briefing. Briefer asked me what the WX at linden was. I reported haze. Briefer reported fog bank 700-1200 AGL jfk moving slowly nward, should not be factor. Upon departing runway 14 at ldj under VFR, encountered 700 ft ceiling. Continued climb on instruments to 1400. At this point was operating in ewr TCA. Contacted ewr TCA and was immediately cleared into TCA then granted IFR status. Rest of flight uneventful. Misjudged WX at linden. Training to estimate ceiling would help. Also misjudged advisability of VFR flight. Should not have relied on briefers' judgement. I have made the correct decision many times before.

Title: PLT OF SMA SINGLE ENG LAND ACFT INADVERTENTLY CLBED INTO AN OVCST AND A TCA PRIOR TO OBTAINING AN IFR CLRNC.
Narrative: RECEIVED WX BRIEFINGS AT XA30 AND XE15. LAST RPT FOR LINDEN (NEWARK) WAS 20000 THIN BROKEN WIND 080/10 TEMP 86 DEGS F. BOTH BRIEFERS AGREED THAT VFR FLT BTWN LDJ AND HPN WOULD BE FEASIBLE. RECEIVED LAST MIN UPDATE BRIEFING. BRIEFER ASKED ME WHAT THE WX AT LINDEN WAS. I RPTED HAZE. BRIEFER RPTED FOG BANK 700-1200 AGL JFK MOVING SLOWLY NWARD, SHOULD NOT BE FACTOR. UPON DEPARTING RWY 14 AT LDJ UNDER VFR, ENCOUNTERED 700 FT CEILING. CONTINUED CLB ON INSTS TO 1400. AT THIS POINT WAS OPERATING IN EWR TCA. CONTACTED EWR TCA AND WAS IMMEDIATELY CLRED INTO TCA THEN GRANTED IFR STATUS. REST OF FLT UNEVENTFUL. MISJUDGED WX AT LINDEN. TRAINING TO ESTIMATE CEILING WOULD HELP. ALSO MISJUDGED ADVISABILITY OF VFR FLT. SHOULD NOT HAVE RELIED ON BRIEFERS' JUDGEMENT. I HAVE MADE THE CORRECT DECISION MANY TIMES BEFORE.
