Narrative:
We were cleared for takeoff by the tower at mmu and given a left turn out, then issued, execute noise abatement procedures. We executed the noise abatement procedure while climbing to 2500 ft and then started our turn wbound. While in the turn, we encountered an RA on our TCASII. We observed the traffic on the TCASII and stopped the turn to avoid the traffic. At that point, ny departure control said we were entering caldwell airport airspace. We were not able to determine if we were in caldwell's airspace and explained to departure control that we had to abide to the RA. One area which needs some attention is the contradiction in takeoff clrncs. First, we were given a left turn out, which was fine, but then when given execute noise abatement procedures, that requires a right turn out, and then a turn back to the left wbound. The 2 clrncs contradict each other. We have had similar problems at this airport in the past. It doesn't appear that the tower is in communication with departure control.

Title: A CPR MLG STOPPED HIS TURN IN RESPONSE TO A TCASII COMMAND.
Narrative: WE WERE CLRED FOR TKOF BY THE TWR AT MMU AND GIVEN A L TURN OUT, THEN ISSUED, EXECUTE NOISE ABATEMENT PROCS. WE EXECUTED THE NOISE ABATEMENT PROC WHILE CLBING TO 2500 FT AND THEN STARTED OUR TURN WBOUND. WHILE IN THE TURN, WE ENCOUNTERED AN RA ON OUR TCASII. WE OBSERVED THE TFC ON THE TCASII AND STOPPED THE TURN TO AVOID THE TFC. AT THAT POINT, NY DEP CTL SAID WE WERE ENTERING CALDWELL ARPT AIRSPACE. WE WERE NOT ABLE TO DETERMINE IF WE WERE IN CALDWELL'S AIRSPACE AND EXPLAINED TO DEP CTL THAT WE HAD TO ABIDE TO THE RA. ONE AREA WHICH NEEDS SOME ATTN IS THE CONTRADICTION IN TKOF CLRNCS. FIRST, WE WERE GIVEN A L TURN OUT, WHICH WAS FINE, BUT THEN WHEN GIVEN EXECUTE NOISE ABATEMENT PROCS, THAT REQUIRES A R TURN OUT, AND THEN A TURN BACK TO THE L WBOUND. THE 2 CLRNCS CONTRADICT EACH OTHER. WE HAVE HAD SIMILAR PROBS AT THIS ARPT IN THE PAST. IT DOESN'T APPEAR THAT THE TWR IS IN COM WITH DEP CTL.
