Narrative:
While working north arrival at iad approach, I took a handoff from baltimore approach on small transport X flying direct mrb VOR, direct ihd VOR and points west, at 8000 ft, looking for 12000 ft as a final altitude. As he approached mrb, I climbed him to 10000 ft and cleared him direct ihd. (10000 ft is the altitude we hand off to ZDC ATC.) subsequently, because I was working the afternoon arrival bank, had 4 or 5 overflts, several TCA VFR's and IFR practice approachs in progress at mrb, I forgot about small transport X and never initiated a handoff to ZDC. About 7 mins after he probably left my airspace, my workload lightened up and I reviewed the flight progress strips and found small transport X. I immediately called ZDC to see if I had handed him off. While they were looking for him I called small transport X and asked his position, which he said was 17 mi southeast of ihd (and now in ZOB airspace). After getting the correct frequency from ZDC, I switched him to ZOB. The ZDC controllers apparently didn't see his untracked discrete beacon code go through their airspace at an IFR altitude or if they saw it, they didn't do anything to track down who he was.

Title: SMT X UNAUTH UNCOORD PENETRATION OF ARTCC AIRSPACE. OPDEV.
Narrative: WHILE WORKING N ARR AT IAD APCH, I TOOK A HDOF FROM BALTIMORE APCH ON SMT X FLYING DIRECT MRB VOR, DIRECT IHD VOR AND POINTS W, AT 8000 FT, LOOKING FOR 12000 FT AS A FINAL ALT. AS HE APCHED MRB, I CLBED HIM TO 10000 FT AND CLRED HIM DIRECT IHD. (10000 FT IS THE ALT WE HAND OFF TO ZDC ATC.) SUBSEQUENTLY, BECAUSE I WAS WORKING THE AFTERNOON ARR BANK, HAD 4 OR 5 OVERFLTS, SEVERAL TCA VFR'S AND IFR PRACTICE APCHS IN PROGRESS AT MRB, I FORGOT ABOUT SMT X AND NEVER INITIATED A HDOF TO ZDC. ABOUT 7 MINS AFTER HE PROBABLY LEFT MY AIRSPACE, MY WORKLOAD LIGHTENED UP AND I REVIEWED THE FLT PROGRESS STRIPS AND FOUND SMT X. I IMMEDIATELY CALLED ZDC TO SEE IF I HAD HANDED HIM OFF. WHILE THEY WERE LOOKING FOR HIM I CALLED SMT X AND ASKED HIS POS, WHICH HE SAID WAS 17 MI SE OF IHD (AND NOW IN ZOB AIRSPACE). AFTER GETTING THE CORRECT FREQ FROM ZDC, I SWITCHED HIM TO ZOB.
