Narrative:
Descending sbound into the bay area IFR/on top en route hayward, under the control of travis approach. Passing benicia and descending through 12000 ft, reminded controller that we were approaching bay airspace. She said she was working on the handoff. Passing point richmond and descending through 7000 ft, inquired again and got told the same thing. Abeam alameda and level at 5500 ft, now virtually wingtip-to-wingtip with a widebody transport we called again for handoff and finally got it. The controller at bay came a bit unglued when we checked in, but my reading of the aim indicates that we should not have changed frequencys without being told to. Callback conversation with reporter revealed the following: reporter stated he called the bay TRACON supervisor. Supervisor stated that suu approach control had failed to make handoff to bay TRACON prior to crossing into bay's airspace.

Title: ATX X UNAUTH UNCOORD AIRSPACE PENETRATION HAD LTSS FROM WDB. SYS ERROR.
Narrative: DSNDING SBOUND INTO THE BAY AREA IFR/ON TOP ENRTE HAYWARD, UNDER THE CTL OF TRAVIS APCH. PASSING BENICIA AND DSNDING THROUGH 12000 FT, REMINDED CTLR THAT WE WERE APCHING BAY AIRSPACE. SHE SAID SHE WAS WORKING ON THE HDOF. PASSING POINT RICHMOND AND DSNDING THROUGH 7000 FT, INQUIRED AGAIN AND GOT TOLD THE SAME THING. ABEAM ALAMEDA AND LEVEL AT 5500 FT, NOW VIRTUALLY WINGTIP-TO-WINGTIP WITH A WDB WE CALLED AGAIN FOR HDOF AND FINALLY GOT IT. THE CTLR AT BAY CAME A BIT UNGLUED WHEN WE CHKED IN, BUT MY READING OF THE AIM INDICATES THAT WE SHOULD NOT HAVE CHANGED FREQS WITHOUT BEING TOLD TO. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR STATED HE CALLED THE BAY TRACON SUPVR. SUPVR STATED THAT SUU APCH CTL HAD FAILED TO MAKE HDOF TO BAY TRACON PRIOR TO XING INTO BAY'S AIRSPACE.
