Narrative:
Tower was working a traffic reporter helicopter which was close to final approach. We were aware of each other and visual with each other. Helicopter was maneuvering to stay clear of our flight path. Approaching 500 ft AGL. TCASII gave 'climb' RA. Since we had traffic in sight and he was no problem, I elected to continue to land. Also, considering that a go around at ord is very undesirable from a safety standpoint, with traffic landing on 2 other runways, and departing from at least 2 runways, I should have had the TCASII set to 'TA' only.
Original NASA ASRS Text
Title: A 'MEA CULPA' BY AN ACR PIC REGARDING THE NONSTANDARD USE OF ACFT EQUIP PROCS AS MANDATED BY AIRLINE MGMNT POLICY.
Narrative: TWR WAS WORKING A TFC RPTR HELI WHICH WAS CLOSE TO FINAL APCH. WE WERE AWARE OF EACH OTHER AND VISUAL WITH EACH OTHER. HELI WAS MANEUVERING TO STAY CLR OF OUR FLT PATH. APCHING 500 FT AGL. TCASII GAVE 'CLB' RA. SINCE WE HAD TFC IN SIGHT AND HE WAS NO PROB, I ELECTED TO CONTINUE TO LAND. ALSO, CONSIDERING THAT A GAR AT ORD IS VERY UNDESIRABLE FROM A SAFETY STANDPOINT, WITH TFC LNDG ON 2 OTHER RWYS, AND DEPARTING FROM AT LEAST 2 RWYS, I SHOULD HAVE HAD THE TCASII SET TO 'TA' ONLY.
