Narrative:

I would like to address the situation of vectors from uncontrolled airports not in control zone. After telling the aircraft to hold for release and issuing clearance, I coordinated with the controller to which airspace the small transport X would depart. I released the small transport X off runway 31. I told him maintain 3000 ft, fly eastbound. He did, but turned left and not right which was the most direct route and caused a conflict with air carrier Y on final to oma eppley. There seems to be some confusion as to whether I can tell the aircraft when entering controled airspace turn right heading 080 degrees or not. Had I done this there wouldn't have been a loss in separation.

Narrative: I WOULD LIKE TO ADDRESS THE SITUATION OF VECTORS FROM UNCTLED ARPTS NOT IN CTL ZONE. AFTER TELLING THE ACFT TO HOLD FOR RELEASE AND ISSUING CLRNC, I COORDINATED WITH THE CTLR TO WHICH AIRSPACE THE SMT X WOULD DEPART. I RELEASED THE SMT X OFF RWY 31. I TOLD HIM MAINTAIN 3000 FT, FLY EBOUND. HE DID, BUT TURNED L AND NOT R WHICH WAS THE MOST DIRECT RTE AND CAUSED A CONFLICT WITH ACR Y ON FINAL TO OMA EPPLEY. THERE SEEMS TO BE SOME CONFUSION AS TO WHETHER I CAN TELL THE ACFT WHEN ENTERING CTLED AIRSPACE TURN R HDG 080 DEGS OR NOT. HAD I DONE THIS THERE WOULDN'T HAVE BEEN A LOSS IN SEPARATION.
