Narrative:
Gjt is a non-radar approach control facility. Controllers at this facility frequently solicit VFR climbs from departing IFR aircraft, supposedly, to expedite traffic. The solicitation of VFR climbs has led to more than 1 incident. The most recent of which involved a departing MTR and an small transport. The MTR taxied out to runway 11 requesting IFR clearance to his destination via direct meeker. The small transport was inbound from den from the northeast, descending to 13000 ft. Rather than the local controller holding the MTR on the ground until he had a visual on the arriving traffic, he thought he was doing everybody a favor by asking the pilot if he wanted a VFR climb. The pilot accepted the VFR climb but the approach controller issuing the clearance did not issue the small transport traffic to the MTR. Instead, he instructed the arriving IFR traffic to contact the tower over the cliffs. The approach controller informed me of the arriving traffic and that he had not issued traffic to the MTR. I didn't have time to issue traffic to the MTR so I just extended the MTR's departure leg by 2 mi to place him behind the small transport which was supposed to call me over the cliffs. However, the small transport did not fly over the cliffs. The small transport flew over the town of palisade, which is located about 3 mi southeast of the end of the cliffs. I was able to issue traffic as the MTR was turning his crosswind leg northbound. The MTR flew directly over the small transport, which was entering left downwind for runway 11. The pilot later called the tower to file a near midair collision with the MTR. However, the pilot elected not to after we informed him of his error in flying over palisade rather than the cliffs.

Title: SMT HAD NMAC WITH MTR IN ATA. SEE AND AVOID CONCEPT.
Narrative: GJT IS A NON-RADAR APCH CTL FACILITY. CTLRS AT THIS FACILITY FREQUENTLY SOLICIT VFR CLBS FROM DEPARTING IFR ACFT, SUPPOSEDLY, TO EXPEDITE TFC. THE SOLICITATION OF VFR CLBS HAS LED TO MORE THAN 1 INCIDENT. THE MOST RECENT OF WHICH INVOLVED A DEPARTING MTR AND AN SMT. THE MTR TAXIED OUT TO RWY 11 REQUESTING IFR CLRNC TO HIS DEST VIA DIRECT MEEKER. THE SMT WAS INBOUND FROM DEN FROM THE NE, DSNDING TO 13000 FT. RATHER THAN THE LCL CTLR HOLDING THE MTR ON THE GND UNTIL HE HAD A VISUAL ON THE ARRIVING TFC, HE THOUGHT HE WAS DOING EVERYBODY A FAVOR BY ASKING THE PLT IF HE WANTED A VFR CLB. THE PLT ACCEPTED THE VFR CLB BUT THE APCH CTLR ISSUING THE CLRNC DID NOT ISSUE THE SMT TFC TO THE MTR. INSTEAD, HE INSTRUCTED THE ARRIVING IFR TFC TO CONTACT THE TWR OVER THE CLIFFS. THE APCH CTLR INFORMED ME OF THE ARRIVING TFC AND THAT HE HAD NOT ISSUED TFC TO THE MTR. I DIDN'T HAVE TIME TO ISSUE TFC TO THE MTR SO I JUST EXTENDED THE MTR'S DEP LEG BY 2 MI TO PLACE HIM BEHIND THE SMT WHICH WAS SUPPOSED TO CALL ME OVER THE CLIFFS. HOWEVER, THE SMT DID NOT FLY OVER THE CLIFFS. THE SMT FLEW OVER THE TOWN OF PALISADE, WHICH IS LOCATED ABOUT 3 MI SE OF THE END OF THE CLIFFS. I WAS ABLE TO ISSUE TFC AS THE MTR WAS TURNING HIS XWIND LEG NBOUND. THE MTR FLEW DIRECTLY OVER THE SMT, WHICH WAS ENTERING L DOWNWIND FOR RWY 11. THE PLT LATER CALLED THE TWR TO FILE A NMAC WITH THE MTR. HOWEVER, THE PLT ELECTED NOT TO AFTER WE INFORMED HIM OF HIS ERROR IN FLYING OVER PALISADE RATHER THAN THE CLIFFS.
