FBO maintenance was being performed under the supervision of air carrier a line maintenance for an engine starting problem on the #1 engine on an large transport. After a starting attempt, a fire was reported in the tail pipe by ground personnel, and subsequently by an air carrier B flight on the ramp. Ground personnel extinguished the fire with purple k-dry chemical fire bottle. At the same time, the remaining passenger on board were deplaned as a precaution.
