Narrative:
After departure from stl contacted departure on 118.95. Given climb to 15000 ft, left turn 220 degrees or 240 degrees to intercept 198 degree radial stl VOR. Climbing through 7000 ft, got TCASII TA 2 O'clock, 3 mi, 400 ft. Spotted aircraft. Departure control then came on and asked our altitude. I told him 9200 ft and traffic in sight assuming he was going to tell me about the traffic that just went past us. Then departure control told us we were given 6000 ft, which we neither heard nor acknowledged. Through all this we missed our radial, which we then intercepted within 1 1/2 mins. Upon landing I called stl TRACON and talked to the area manager and found the controller had issued a 6000 ft clearance but it was accepted by another aircraft. Controller then corrected the other aircraft but did not reissue clearance to us. So he had no acknowledgement or verification from us.

Title: MLG HAS TCASII TA ON CLB. TOLD ASSIGNED ALT CHANGED BUT NEVER RECEIVED OR ACKNOWLEDGED CLRNC.
Narrative: AFTER DEP FROM STL CONTACTED DEP ON 118.95. GIVEN CLB TO 15000 FT, L TURN 220 DEGS OR 240 DEGS TO INTERCEPT 198 DEG RADIAL STL VOR. CLBING THROUGH 7000 FT, GOT TCASII TA 2 O'CLOCK, 3 MI, 400 FT. SPOTTED ACFT. DEP CTL THEN CAME ON AND ASKED OUR ALT. I TOLD HIM 9200 FT AND TFC IN SIGHT ASSUMING HE WAS GOING TO TELL ME ABOUT THE TFC THAT JUST WENT PAST US. THEN DEP CTL TOLD US WE WERE GIVEN 6000 FT, WHICH WE NEITHER HEARD NOR ACKNOWLEDGED. THROUGH ALL THIS WE MISSED OUR RADIAL, WHICH WE THEN INTERCEPTED WITHIN 1 1/2 MINS. UPON LNDG I CALLED STL TRACON AND TALKED TO THE AREA MGR AND FOUND THE CTLR HAD ISSUED A 6000 FT CLRNC BUT IT WAS ACCEPTED BY ANOTHER ACFT. CTLR THEN CORRECTED THE OTHER ACFT BUT DID NOT REISSUE CLRNC TO US. SO HE HAD NO ACKNOWLEDGEMENT OR VERIFICATION FROM US.
