Narrative:

Air carrier X departed runway 36 straight out, 3 small aircraft's departed runway 36 nwbound earlier. Once air carrier X was above nwbound small aircraft's (still east of him), I turned him on course southeast and small aircraft's continued nwbound. Air carrier X complained that TCASII RA went off and maybe I shouldn't have turned him. I explained all aircraft were in sight and were visually separated. TCASII destroys pilot's confidence in ATC.

Title: ACR X TCASII RA WITH VFR SMA'S IN ATA. SEE AND AVOID CONCEPT.

Narrative: ACR X DEPARTED RWY 36 STRAIGHT OUT, 3 SMA'S DEPARTED RWY 36 NWBOUND EARLIER. ONCE ACR X WAS ABOVE NWBOUND SMA'S (STILL E OF HIM), I TURNED HIM ON COURSE SE AND SMA'S CONTINUED NWBOUND. ACR X COMPLAINED THAT TCASII RA WENT OFF AND MAYBE I SHOULDN'T HAVE TURNED HIM. I EXPLAINED ALL ACFT WERE IN SIGHT AND WERE VISUALLY SEPARATED. TCASII DESTROYS PLT'S CONFIDENCE IN ATC.
