Narrative:
Air carrier X departed msp climbing over odi to atl. He leveled off at FL250. He was issued traffic at 12-1 O'clock, 5 mi. Air carrier Y level FL260, advised he was beginning climb for TCASII right after traffic was issued to both. On radar, air carrier X showed level FL250. The aircraft stated he was level. Other traffic at FL280 became a concern as well as increased traffic load on controller. No one was upset and all concerned handled situation well.
