Narrative:
We were cleared to land on runway 18L while on a 4 mi final. We did not know a light aircraft was holding in position on the same runway. At 2-3 mi out the aircraft was cleared for takeoff by the tower. The light aircraft was still on the runway when we reached 500 ft AGL. I instructed the first officer to execute a missed approach so there would be no conflict. The tower and I blocked each other out on the radio, when I told them we were going around. This was transmitted by an unknown third party.

Title: WDB CAPT ELECTS TO GAR WHEN AN ACFT CLRED FOR TKOF IS STILL ON THE RWY.
Narrative: WE WERE CLRED TO LAND ON RWY 18L WHILE ON A 4 MI FINAL. WE DID NOT KNOW A LIGHT ACFT WAS HOLDING IN POS ON THE SAME RWY. AT 2-3 MI OUT THE ACFT WAS CLRED FOR TKOF BY THE TWR. THE LIGHT ACFT WAS STILL ON THE RWY WHEN WE REACHED 500 FT AGL. I INSTRUCTED THE FO TO EXECUTE A MISSED APCH SO THERE WOULD BE NO CONFLICT. THE TWR AND I BLOCKED EACH OTHER OUT ON THE RADIO, WHEN I TOLD THEM WE WERE GOING AROUND. THIS WAS XMITTED BY AN UNKNOWN THIRD PARTY.
