Possible conflict with controller clearance and terrain clearance. Fly civil air patrol air force assigned search and rescue mission. Radio direction finder found ELT within navy jax control zone. Contacted NAS jax tower told to proceed at or below 800 ft. Remained in contact with tower. Descended as instructed and found ELT (active) at above LORAN fix. Vectored ground ELT search and rescue team to target. Then departed air traffic area control zone. Climbed to en route altitude.
