Narrative:

Aircraft X and Y departed with 15 degrees divergence same runway. Aircraft Y advised that he had an RA. Air carrier Y leveled at 1500 for 10 mi. There was no need for the RA, traffic was separated. This is another typical nuisance RA issued by TCASII. This equipment is not compatible with the close separation rules used in the terminal environment. TCASII should be used in the TA mode only.
