Narrative:
I have been flying approximately 40 some odd yrs and always keep in mind when my medical biennial review, and keep log on aircraft due dates for annual, 24 months transponder, ELT, and etc, but the 12 months to tow a banner for advertising, which I am retired and is not full time, during the summer months approximately 1-2 times a month. So this renewal date of the certificate of waiver just slipped up on me and I just forgot to renew the waiver, (now it is on my list to renew). And I was observed towing a banner jul/sun/93 by an FAA person. He called me to let me know that my certificate had expired, and, at that time, I made application for renewal, and was issued a new certificate of waiver. So now I am legal to tow banners again. I just forgot to renew my certificate of waiver at the proper time to tow banners under far 91.311 and the FAA person advised he had no choice but to file a violation.
