Narrative:
In sum: an air carrier medium large transport captain did not want to board passenger at msp because there was maintenance being done on the aircraft. There was no electrical power or air conditioning available, and no emergency lights. There also were no passenger amenities available. The captain was advised by the gate agents that they would board passenger no matter what the captain said. The reporting captain wants the FAA and ASRS to reinforce the policy that the captain is in charge of the aircraft and responsible for the passenger at all times. Callback conversation with reporter revealed the following information: this reporter is very upset with the erosion of captain's authority at his airline. This is particularly true at the airline's home station when dealing with gate agents. The reporter has talked to his chief pilot at mem who forwarded his complaint on to headquarters. There has been no reply in almost 2 months. The reporter was advised of the FAA safety hotline to get the FAA into this arena.

Title: PAX SVC AGENTS BOARDED AN ACR MLG AGAINST THE WISHES OF THE RPTING CAPT.
Narrative: IN SUM: AN ACR MLG CAPT DID NOT WANT TO BOARD PAX AT MSP BECAUSE THERE WAS MAINT BEING DONE ON THE ACFT. THERE WAS NO ELECTRICAL PWR OR AIR CONDITIONING AVAILABLE, AND NO EMER LIGHTS. THERE ALSO WERE NO PAX AMENITIES AVAILABLE. THE CAPT WAS ADVISED BY THE GATE AGENTS THAT THEY WOULD BOARD PAX NO MATTER WHAT THE CAPT SAID. THE RPTING CAPT WANTS THE FAA AND ASRS TO REINFORCE THE POLICY THAT THE CAPT IS IN CHARGE OF THE ACFT AND RESPONSIBLE FOR THE PAX AT ALL TIMES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS RPTR IS VERY UPSET WITH THE EROSION OF CAPT'S AUTHORITY AT HIS AIRLINE. THIS IS PARTICULARLY TRUE AT THE AIRLINE'S HOME STATION WHEN DEALING WITH GATE AGENTS. THE RPTR HAS TALKED TO HIS CHIEF PLT AT MEM WHO FORWARDED HIS COMPLAINT ON TO HEADQUARTERS. THERE HAS BEEN NO REPLY IN ALMOST 2 MONTHS. THE RPTR WAS ADVISED OF THE FAA SAFETY HOTLINE TO GET THE FAA INTO THIS ARENA.
