Narrative:
Small aircraft X calls from ramp requesting taxi clearance. I tell aircraft, 'taxi to runway 20.' 2 txwys are closed on this side of runway necessitating aircraft to taxi to runway 20 via a taxiway that brings them to an intersection about midway of runway where intersection departures are not permitted. They have to wait for a clearance to 'cross' the assigned takeoff runway then taxi for full length on the other side. Small aircraft X crossed the hold short lines and was clearly intending to cross the assigned takeoff runway, while small aircraft Y was departure roll just passing through the same intersection. I instructed small aircraft X to 'hold your position,' and advised him, 'you have passed the hold short lines of runway 20.' he (snidely) responded, 'well, we didn't receive any hold short instructions,' at which point I informed him he had a clearance to taxi to runway 20 which is not permission to enter or cross that runway at any point and if he'd like, I would give him the far reference. He declined.

Narrative: SMA X CALLS FROM RAMP REQUESTING TAXI CLRNC. I TELL ACFT, 'TAXI TO RWY 20.' 2 TXWYS ARE CLOSED ON THIS SIDE OF RWY NECESSITATING ACFT TO TAXI TO RWY 20 VIA A TXWY THAT BRINGS THEM TO AN INTXN ABOUT MIDWAY OF RWY WHERE INTXN DEPS ARE NOT PERMITTED. THEY HAVE TO WAIT FOR A CLRNC TO 'CROSS' THE ASSIGNED TKOF RWY THEN TAXI FOR FULL LENGTH ON THE OTHER SIDE. SMA X CROSSED THE HOLD SHORT LINES AND WAS CLRLY INTENDING TO CROSS THE ASSIGNED TKOF RWY, WHILE SMA Y WAS DEP ROLL JUST PASSING THROUGH THE SAME INTXN. I INSTRUCTED SMA X TO 'HOLD YOUR POS,' AND ADVISED HIM, 'YOU HAVE PASSED THE HOLD SHORT LINES OF RWY 20.' HE (SNIDELY) RESPONDED, 'WELL, WE DIDN'T RECEIVE ANY HOLD SHORT INSTRUCTIONS,' AT WHICH POINT I INFORMED HIM HE HAD A CLRNC TO TAXI TO RWY 20 WHICH IS NOT PERMISSION TO ENTER OR CROSS THAT RWY AT ANY POINT AND IF HE'D LIKE, I WOULD GIVE HIM THE FAR REF. HE DECLINED.
