Narrative:

While en route from vladivostok, russia to magadan, russia, the WX at the magadan airport went below WX minimums and we overflew magadan and proceeded to our alternate, nome, ak. But nome WX was also below minimums and our alternate was changed to kotzebue, ak. While over anadyr, russia (a russian air force base) we got the current anadyr WX and it was good enough to land. Rather than continue on to kotzebue and land with little reserves, we elected to land in anadyr. Although we can get fuel in anadyr, there are no facilities to handle passenger. Once on the ground we received our fuel and were ready to depart when the russian military wanted to check our passports. Since the crew was to get off in magadan we had not cleared customs to leave the country, and the military detained us until a russian customs official could come and clear us. The passenger and most of the crew were not allowed to leave the aircraft. By this time the flight crew had exceeded flight and duty time limitations. The customs official finally arrived about 7 1/2 hours after our arrival and cleared us to leave russia. I exercised my emergency authority as captain to leave anadyr and continue to anchorage, ak, for the safety and well-being of the passenger and crew since we were running out of food and water on board the aircraft and due to the lack of food, water, lodging, and medical facilities available in anadyr. The first officer and myself were able to get about 4 hours sleep while sitting on the aircraft in anadyr and felt sharp enough to continue the flight on to anchorage, ak. The flight continued to anchorage without further incident. Supplemental information from acn 246432: our duty day was approximately 30 hours.

Title: ACR MLG CREW ELECTED TO IGNORE THE CAVEATS OF THE FARS REGARDING ON DUTY TIME WHEN DIVERTING TO A NON AUTHORIZED ALTERNATE ARPT FOR FUEL.

Narrative: WHILE ENRTE FROM VLADIVOSTOK, RUSSIA TO MAGADAN, RUSSIA, THE WX AT THE MAGADAN ARPT WENT BELOW WX MINIMUMS AND WE OVERFLEW MAGADAN AND PROCEEDED TO OUR ALTERNATE, NOME, AK. BUT NOME WX WAS ALSO BELOW MINIMUMS AND OUR ALTERNATE WAS CHANGED TO KOTZEBUE, AK. WHILE OVER ANADYR, RUSSIA (A RUSSIAN AIR FORCE BASE) WE GOT THE CURRENT ANADYR WX AND IT WAS GOOD ENOUGH TO LAND. RATHER THAN CONTINUE ON TO KOTZEBUE AND LAND WITH LITTLE RESERVES, WE ELECTED TO LAND IN ANADYR. ALTHOUGH WE CAN GET FUEL IN ANADYR, THERE ARE NO FACILITIES TO HANDLE PAX. ONCE ON THE GND WE RECEIVED OUR FUEL AND WERE READY TO DEPART WHEN THE RUSSIAN MIL WANTED TO CHK OUR PASSPORTS. SINCE THE CREW WAS TO GET OFF IN MAGADAN WE HAD NOT CLRED CUSTOMS TO LEAVE THE COUNTRY, AND THE MIL DETAINED US UNTIL A RUSSIAN CUSTOMS OFFICIAL COULD COME AND CLR US. THE PAX AND MOST OF THE CREW WERE NOT ALLOWED TO LEAVE THE ACFT. BY THIS TIME THE FLC HAD EXCEEDED FLT AND DUTY TIME LIMITATIONS. THE CUSTOMS OFFICIAL FINALLY ARRIVED ABOUT 7 1/2 HRS AFTER OUR ARR AND CLRED US TO LEAVE RUSSIA. I EXERCISED MY EMER AUTHORITY AS CAPT TO LEAVE ANADYR AND CONTINUE TO ANCHORAGE, AK, FOR THE SAFETY AND WELL-BEING OF THE PAX AND CREW SINCE WE WERE RUNNING OUT OF FOOD AND WATER ON BOARD THE ACFT AND DUE TO THE LACK OF FOOD, WATER, LODGING, AND MEDICAL FACILITIES AVAILABLE IN ANADYR. THE FO AND MYSELF WERE ABLE TO GET ABOUT 4 HRS SLEEP WHILE SITTING ON THE ACFT IN ANADYR AND FELT SHARP ENOUGH TO CONTINUE THE FLT ON TO ANCHORAGE, AK. THE FLT CONTINUED TO ANCHORAGE WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 246432: OUR DUTY DAY WAS APPROX 30 HRS.
