Narrative:

ATIS information reported 1000 ft broken, 10 mi visibility. When I was ready to taxi, I listened to the second half of next ATIS, taxied and departed VFR. After departure, I tuned in ATIS and found it reported 700 ft broken. I had no difficulty maintaining VMC and shortly left the control zone. There were no IFR aircraft in the control zone, but I had failed to obtain SVFR clearance.

Narrative: ATIS INFO RPTED 1000 FT BROKEN, 10 MI VISIBILITY. WHEN I WAS READY TO TAXI, I LISTENED TO THE SECOND HALF OF NEXT ATIS, TAXIED AND DEPARTED VFR. AFTER DEP, I TUNED IN ATIS AND FOUND IT RPTED 700 FT BROKEN. I HAD NO DIFFICULTY MAINTAINING VMC AND SHORTLY LEFT THE CTL ZONE. THERE WERE NO IFR ACFT IN THE CTL ZONE, BUT I HAD FAILED TO OBTAIN SVFR CLRNC.
