Narrative:
Approximately bloomington, I discovered my radio failure, approached airport from north. Beacon was still on but ceiling was 2400 ft MSL (airport elevation 875 ft MSL) and 4 1/2 mi of visibility. Wind easterly (windsock on runway). Set up circular pattern north of field above downwind (2000 ft MSL). Rocking wings in circle, set up downwind. Rocking wings, made long downwind to clear my approach path, turned base rocking wings. No conflicting traffic, so I turned final, rocking wings, and landed. Gave tower opportunity to give light. Got none. Cleared myself and taxied to ramp. I went up to the tower to speak with operators. They questioned my declaration of VFR (1500 ft and 4 1/2 mi). They called an aircraft in the pattern for a base report. The aircraft reported the ceiling as 2400 ft. The operator said he would have to note my arrival. The approach and landing was at XA20 CDT. The beacon was turned off at XA35 CDT. I called the tower and got instructions for light use and departure runway. Got light signals and made a normal departure.
Original NASA ASRS Text
Title: A HIGH TIME SMA PLT LANDED NORDO AT AN ARPT WHERE THE ROTATING BEACON WAS FLASHING. THE FIELD WAS VMC.
Narrative: APPROX BLOOMINGTON, I DISCOVERED MY RADIO FAILURE, APCHED ARPT FROM N. BEACON WAS STILL ON BUT CEILING WAS 2400 FT MSL (ARPT ELEVATION 875 FT MSL) AND 4 1/2 MI OF VISIBILITY. WIND EASTERLY (WINDSOCK ON RWY). SET UP CIRCULAR PATTERN N OF FIELD ABOVE DOWNWIND (2000 FT MSL). ROCKING WINGS IN CIRCLE, SET UP DOWNWIND. ROCKING WINGS, MADE LONG DOWNWIND TO CLR MY APCH PATH, TURNED BASE ROCKING WINGS. NO CONFLICTING TFC, SO I TURNED FINAL, ROCKING WINGS, AND LANDED. GAVE TWR OPPORTUNITY TO GIVE LIGHT. GOT NONE. CLRED MYSELF AND TAXIED TO RAMP. I WENT UP TO THE TWR TO SPEAK WITH OPERATORS. THEY QUESTIONED MY DECLARATION OF VFR (1500 FT AND 4 1/2 MI). THEY CALLED AN ACFT IN THE PATTERN FOR A BASE RPT. THE ACFT RPTED THE CEILING AS 2400 FT. THE OPERATOR SAID HE WOULD HAVE TO NOTE MY ARR. THE APCH AND LNDG WAS AT XA20 CDT. THE BEACON WAS TURNED OFF AT XA35 CDT. I CALLED THE TWR AND GOT INSTRUCTIONS FOR LIGHT USE AND DEP RWY. GOT LIGHT SIGNALS AND MADE A NORMAL DEP.
