Narrative:
During climb out to FL230, first chi controller said to 'expect higher with next controller.' switched frequency but no climb. Changed frequency again and still no climb was given. About 3-5 mins later, center asked our passing altitude -- we responded FL222 for FL230. He then told us to maintain FL230 and asked flight Y his altitude. He said FL230. At this time TCASII alerted us and center told us to turn left to 090 degrees, and flight Y to turn to 210 degrees. Later he told us to expedite our turns. We told center we had flight Y in sight. At no time was there any conflict other than 'snitch' and it appeared we were 5 mi apart. It's my guess that the second center controller was supposed to give us a climb and to expedite same to clear flight Y but never told us.
