Narrative:
Flight bos-mia. I received message from medium large transport saying rerted tory AR1 HEATT2 arrival to mia. I sent message telling him he was not in an overwater aircraft and was not legal to fly AR1. He sent message saying too late. I sent message telling him to head back to land before he was more than 50 mi from shore. He acknowledged message. I then looked him up on the asd machine to find that he was 1/2 way across overwater portion. Continued on AR1 to mia without any further conversation and landed without incident.
