Narrative:

This controller was working air carrier X sbound. Air carrier X had traffic Y 12 O'clock and 4 mi. The controller issued a heading of 240 degrees to ensure separation. Air carrier X replied, unable due to a TCASII RA. The controller felt that separation may have been lost due to air carrier X not complying with control instructions. If the aircraft would have complied with the controller's instructions, there would never have been a possibility of a conflict.

Title: ACR X TCASII RA WITH Y REFUSED CLRNC POSSIBLY HAD LTSS.

Narrative: THIS CTLR WAS WORKING ACR X SBOUND. ACR X HAD TFC Y 12 O'CLOCK AND 4 MI. THE CTLR ISSUED A HDG OF 240 DEGS TO ENSURE SEPARATION. ACR X REPLIED, UNABLE DUE TO A TCASII RA. THE CTLR FELT THAT SEPARATION MAY HAVE BEEN LOST DUE TO ACR X NOT COMPLYING WITH CTL INSTRUCTIONS. IF THE ACFT WOULD HAVE COMPLIED WITH THE CTLR'S INSTRUCTIONS, THERE WOULD NEVER HAVE BEEN A POSSIBILITY OF A CONFLICT.
