Air carrier X advised he was receiving an RA and asked what was going on. No other aircraft in his vicinity. His RA informed him of an aircraft 200 ft above him and to increase his rate of descent. No maneuver needed.

Narrative: ACR X ADVISED HE WAS RECEIVING AN RA AND ASKED WHAT WAS GOING ON. NO OTHER ACFT IN HIS VICINITY. HIS RA INFORMED HIM OF AN ACFT 200 FT ABOVE HIM AND TO INCREASE HIS RATE OF DSCNT. NO MANEUVER NEEDED.
