Narrative:
Gsp was notamed closed PM30Z to PM30Z. ILS and ALS for runway 3/21 notamed OTS PM00Z to PM30Z. Due to late arriving aircraft because of thunderstorms in atl, ETA gsp was for a late arrival. I notified company flight control of NOTAM and he advised me company operations at gsp had worked out deal to keep airport open until my arrival. En route ZTL advised me of NOTAM and I acknowledged with response the flight control gave me. Tower normally closes at PM00Z, so I use CTAF on approach. I only had control of runway edge lights. Preliminary investigation has discovered airport manager failed to tell gsp tower or FSS of deal, so they turned off ILS and ALS. He did, however, notify the construction people who stayed clear of runway until after my arrival. Upon clearing runway, anderson FSS chewed my ass out, told me I was illegal and very lucky because the NOTAM had not been rescinded or amended when I cancelled my IFR flight plan. If I am ever in this situation again, I will demand proof on a NOTAM amendment.

Title: FLC OF A MLG ACR ACFT LANDED AT A TECHNICALLY CLOSED ARPT DUE TO MISUNDERSTANDING OF APPROVAL TO KEEP THE ARPT OPEN.
Narrative: GSP WAS NOTAMED CLOSED PM30Z TO PM30Z. ILS AND ALS FOR RWY 3/21 NOTAMED OTS PM00Z TO PM30Z. DUE TO LATE ARRIVING ACFT BECAUSE OF TSTMS IN ATL, ETA GSP WAS FOR A LATE ARR. I NOTIFIED COMPANY FLT CTL OF NOTAM AND HE ADVISED ME COMPANY OPS AT GSP HAD WORKED OUT DEAL TO KEEP ARPT OPEN UNTIL MY ARR. ENRTE ZTL ADVISED ME OF NOTAM AND I ACKNOWLEDGED WITH RESPONSE THE FLT CTL GAVE ME. TWR NORMALLY CLOSES AT PM00Z, SO I USE CTAF ON APCH. I ONLY HAD CTL OF RWY EDGE LIGHTS.
