Narrative:
Air carrier X was assigned heading 295 degrees for roswell, and on an intercept course with small transport Y. This potential conflict had been idented off the runway. I had turned air carrier X on course initially to see what type of climb performance there would be today. With 4 mi and 2500 ft between the 2 aircraft, I issued a 20 degree right turn to air carrier X to pass behind his traffic. The pilot responded that left turn looked good on his TCASII. He delayed taking my instructions until he had the small transport Y in sight. Then he said on frequency that the right turn was better. It has been well documented what controllers think of TCASII RA's. However, this did not even include an RA. The pilot came up with a plan based on an inadequate radar display. This would have put him in closer proximity to small transport Y. I hope that the visual acquisition of his traffic changed the way at least 2 pilots look at their TCASII.

Title: ACR X TCASII TA NON ADHERENCE TO ATC INSTRUCTION FOR RADAR VECTOR AROUND VFR SMT Y.
Narrative: ACR X WAS ASSIGNED HDG 295 DEGS FOR ROSWELL, AND ON AN INTERCEPT COURSE WITH SMT Y. THIS POTENTIAL CONFLICT HAD BEEN IDENTED OFF THE RWY. I HAD TURNED ACR X ON COURSE INITIALLY TO SEE WHAT TYPE OF CLB PERFORMANCE THERE WOULD BE TODAY. WITH 4 MI AND 2500 FT BTWN THE 2 ACFT, I ISSUED A 20 DEG R TURN TO ACR X TO PASS BEHIND HIS TFC. THE PLT RESPONDED THAT L TURN LOOKED GOOD ON HIS TCASII. HE DELAYED TAKING MY INSTRUCTIONS UNTIL HE HAD THE SMT Y IN SIGHT. THEN HE SAID ON FREQ THAT THE R TURN WAS BETTER. IT HAS BEEN WELL DOCUMENTED WHAT CTLRS THINK OF TCASII RA'S. HOWEVER, THIS DID NOT EVEN INCLUDE AN RA. THE PLT CAME UP WITH A PLAN BASED ON AN INADEQUATE RADAR DISPLAY. THIS WOULD HAVE PUT HIM IN CLOSER PROX TO SMT Y. I HOPE THAT THE VISUAL ACQUISITION OF HIS TFC CHANGED THE WAY AT LEAST 2 PLTS LOOK AT THEIR TCASII.
