Narrative:
During a non-revenue flight from bur to sfo, first officer, who was flying from the left seat, failed to decelerate to 250 KIAS during a descent from 12000 ft to 8000 ft MSL. Infraction occurred at or near boldr intersection while passing through 9000 ft MSL. ATC advised that previous issued waiver for speed restriction did not apply to altitudes below 10000 ft.

Title: FO OF AN LTT ATX JET ACFT FAILED TO SLOW THE ACFT IN THE DSCNT TO MEET A XING RESTRICTION AND THE MAX SPD BELOW 10000 FT.
Narrative: DURING A NON-REVENUE FLT FROM BUR TO SFO, FO, WHO WAS FLYING FROM THE L SEAT, FAILED TO DECELERATE TO 250 KIAS DURING A DSCNT FROM 12000 FT TO 8000 FT MSL. INFRACTION OCCURRED AT OR NEAR BOLDR INTXN WHILE PASSING THROUGH 9000 FT MSL. ATC ADVISED THAT PREVIOUS ISSUED WAIVER FOR SPD RESTRICTION DID NOT APPLY TO ALTS BELOW 10000 FT.
