Narrative:

Northbound on the airway to mei VOR and we got an RA from an aircraft descending towards us at 12 O'clock. We were level at FL270 and he was cleared to FL280. Our TCASII didn't know he would level off so it gave us a descend command. We responded by descending to 26200 ft when we got the monitor vertical speed warning. We saw the other aircraft fly past and then returned to FL270. We advised center and they said they had no conflict with our deviation from assigned altitude.
