Narrative:
In sum: an small transport pilot reports that an small aircraft landed over the top of his small transport that was rolling for takeoff. The small transport aborted its takeoff. The small aircraft saw that the small transport was on the uncontrolled grass runway in takeoff position but chose to land anyway. The small transport admits that he was on the runway 'approximately 2 mins' finishing his checklist. The small aircraft pilot had an intermittent radio and no calls were received by the small transport or another aircraft monitoring the radio. The reporter states that the small aircraft pilot was unconcerned with his obvious breach of etiquette.
