Narrative:
I was towing banners at toledo, I was required not to fly over the golf course. The blimp would fly a mi and away from the course, then drift backwards over the course. His altitude would vary from about 2000 ft MSL to 1200 ft MSL. I contacted toledo approach, advised them of the problems and my requirement not to fly over the golf course. The next day, the blimp flew straight flight path not over the course (no problems).

Title: AN ADVERTISING BLIMP TOOK ADVANTAGE OF ITS RIGHT OF WAY OVER A BANNER TOWING SMA. NMAC.
Narrative: I WAS TOWING BANNERS AT TOLEDO, I WAS REQUIRED NOT TO FLY OVER THE GOLF COURSE. THE BLIMP WOULD FLY A MI AND AWAY FROM THE COURSE, THEN DRIFT BACKWARDS OVER THE COURSE. HIS ALT WOULD VARY FROM ABOUT 2000 FT MSL TO 1200 FT MSL. I CONTACTED TOLEDO APCH, ADVISED THEM OF THE PROBS AND MY REQUIREMENT NOT TO FLY OVER THE GOLF COURSE. THE NEXT DAY, THE BLIMP FLEW STRAIGHT FLT PATH NOT OVER THE COURSE (NO PROBS).
