Narrative:
During VOR approach to runway 13L at jfk, approach control issued traffic at 1 O'clock at 3500 ft. We were at 3000. Light aircraft traffic descended to our altitude, 3000. We had to follow TCASII RA to descend out of 3000 to 2800 to miss the light aircraft.
