Narrative:
I received a WX briefing in the morning. Reports called ceiling above 4000 ft with scattered to broken at 4000 ft. I launched from a local park and climbed to 2000 ft when I discovered a scattered layer. I climbed to 3600 ft to pass above the clouds but they continued to accumulate. During this action I entered into the spokane arsa but had not contacted ATC because of the urgency to maintain VFR. Once I was clear of the clouds I dropped down and landed at the first available spot. I feel that this event could have been avoided had I received a briefing from the local FSS. Instead my call had been forwarded to seattle. Balloonists depend on accurate WX reports to ensure their flight will not be jeopardized by WX.

Title: UNAUTH PENETRATION OF AIRSPACE. PROX OF ARSA, CLASS C AIRSPACE BY PLT ENGAGED IN BALLOON ACTIVITY.
Narrative: I RECEIVED A WX BRIEFING IN THE MORNING. RPTS CALLED CEILING ABOVE 4000 FT WITH SCATTERED TO BROKEN AT 4000 FT. I LAUNCHED FROM A LCL PARK AND CLBED TO 2000 FT WHEN I DISCOVERED A SCATTERED LAYER. I CLBED TO 3600 FT TO PASS ABOVE THE CLOUDS BUT THEY CONTINUED TO ACCUMULATE. DURING THIS ACTION I ENTERED INTO THE SPOKANE ARSA BUT HAD NOT CONTACTED ATC BECAUSE OF THE URGENCY TO MAINTAIN VFR. ONCE I WAS CLR OF THE CLOUDS I DROPPED DOWN AND LANDED AT THE FIRST AVAILABLE SPOT. I FEEL THAT THIS EVENT COULD HAVE BEEN AVOIDED HAD I RECEIVED A BRIEFING FROM THE LCL FSS. INSTEAD MY CALL HAD BEEN FORWARDED TO SEATTLE. BALLOONISTS DEPEND ON ACCURATE WX RPTS TO ENSURE THEIR FLT WILL NOT BE JEOPARDIZED BY WX.
