Narrative:

While on the VOR 1 approach to gua, flight deviated from the published course. Aircraft returned to the VOR for a second VOR approach. Scattered rain and cumulus were in the approach area and a concern to the crew. The crew after deviating for WX tried to save the approach and began from an improper position and was unable to capture the course and remain within a safe DME to assure terrain clearance. Crew coordination poor WX, and radio and language problems were all factors. No traffic conflict was reported and aircraft landed without incident. The problem could have been avoided if the crew had not tried to save a bad approach by beginning from an improper position. Radio, language and WX were contributing, but not the major problem.

Title: ACR PIC TELLS OF HDG TRACK DEV DURING A NIGHT OP IAP VOR APCH IN PROX OF DESIGNATED MOUNTAINOUS TERRAIN.

Narrative: WHILE ON THE VOR 1 APCH TO GUA, FLT DEVIATED FROM THE PUBLISHED COURSE. ACFT RETURNED TO THE VOR FOR A SECOND VOR APCH. SCATTERED RAIN AND CUMULUS WERE IN THE APCH AREA AND A CONCERN TO THE CREW. THE CREW AFTER DEVIATING FOR WX TRIED TO SAVE THE APCH AND BEGAN FROM AN IMPROPER POS AND WAS UNABLE TO CAPTURE THE COURSE AND REMAIN WITHIN A SAFE DME TO ASSURE TERRAIN CLRNC. CREW COORD POOR WX, AND RADIO AND LANGUAGE PROBS WERE ALL FACTORS. NO TFC CONFLICT WAS RPTED AND ACFT LANDED WITHOUT INCIDENT. THE PROB COULD HAVE BEEN AVOIDED IF THE CREW HAD NOT TRIED TO SAVE A BAD APCH BY BEGINNING FROM AN IMPROPER POS. RADIO, LANGUAGE AND WX WERE CONTRIBUTING, BUT NOT THE MAJOR PROB.
