Narrative:
At mob the gate agent moved the jetway back before the ground crew had disconnected the ground power. The cord was forcefully unplugged, which damaged the aircraft receptacle. We pulled the circuit breakers for the ground power, a local maintenance man coordinated with air carrier's maintenance base supervisor and verified the plugs in the broken receptacle were de- pwred. He then placed some insulation in and around the receptacle plugs so that even if there were some residual power, the plugs could not touch and cause arcing. We then flew the aircraft to destination airport so that maintenance personnel could repair the damage. Callback conversation with reporter revealed the following information: callback to reporter revealed that the repairs were made by the local FBO mechanic, in coordination with the supervisor at the air carrier's maintenance base. The PIC did not know if any 'maintenance release' was issued as the FBO mechanic was the only one that spoke with maintenance base supervisor. PIC was not aware of any requirement for maintenance release and was certain that there wasn't any reference to the damaged unit in the MEL. The lady jetway operator was apparently not in communication with the crew or ground man as she just left the aircraft and, after closing the door, pulled the jetway. Reporter doesn't know if air carrier policy is in existence reference a checklist or coordination procedure for jetway operators to follow. He did send a report in to the air carrier reference this event. Reporter's tone did not indicate any sense that he might have been illegal for this revenue flight. Reporter stated that APU starts are now delayed until just at pushback.

Title: ACFT DAMAGED BY PREMATURE JETWAY REMOVAL WHICH TORE OUT PRONGS ON EXTERNAL PWR RECEPTACLE. EXTERNAL PWR WAS STILL CONNECTED TO ACFT. ACFT HAD TEMPORARY REPAIRS MADE AND REVENUE FLT MADE TO DEST ARPT FOR PERMANENT REPAIRS.

PIC WAS NOT AWARE OF ANY REQUIREMENT FOR MAINT RELEASE AND WAS CERTAIN THAT THERE WASN'T ANY REF TO THE DAMAGED UNIT IN THE MEL. THE LADY JETWAY OPERATOR WAS APPARENTLY NOT IN COM WITH THE CREW OR GND MAN AS SHE JUST LEFT THE ACFT AND, AFTER CLOSING THE DOOR, PULLED THE JETWAY. RPTR DOESN'T KNOW IF ACR POLICY IS IN EXISTENCE REF A CHKLIST OR COORD PROC FOR JETWAY OPERATORS TO FOLLOW. HE DID SEND A RPT IN TO THE ACR REF THIS EVENT. RPTR'S TONE DID NOT INDICATE ANY SENSE THAT HE MIGHT HAVE BEEN ILLEGAL FOR THIS REVENUE FLT. RPTR STATED THAT APU STARTS ARE NOW DELAYED UNTIL JUST AT PUSHBACK.
