Narrative:

There is considerable ambiguity among many pilots with a variety of experience regarding overflts of nature conservatories. Our maps/charts/sectionals need to be more clear as to the meaning of these areas (at present no depiction exists) on the legend. I was flying over an area near winona airport, mn, which I did not know was a conservatory area because I didn't notice the depictive blue lines and dots. WX was marginal with improvement eastbound. A fellow pilot pointed out the dots at the conclusion of my flight. I do not knowingly violate FARS. I did not see these lines and dots. 2000 ft was not VFR possible with the cloud base this day. Let's explain the meaning of the blue lines and dots on all navigation charts!

Title: PLT FLIES LESS THAN 2000 FT OVER NATURE CONSERVATION AREA.

Narrative: THERE IS CONSIDERABLE AMBIGUITY AMONG MANY PLTS WITH A VARIETY OF EXPERIENCE REGARDING OVERFLTS OF NATURE CONSERVATORIES. A FELLOW PLT POINTED OUT THE DOTS AT THE CONCLUSION OF MY FLT. I DO NOT KNOWINGLY VIOLATE FARS. I DID NOT SEE THESE LINES AND DOTS. 2000 FT WAS NOT VFR POSSIBLE WITH THE CLOUD BASE THIS DAY. LET'S EXPLAIN THE MEANING OF THE BLUE LINES AND DOTS ON ALL NAV CHARTS!
