Narrative:
First officer was flying. Air carrier X was descending through FL180 when our TCASII warned us of 'traffic.' I pushed scale on TCASII to read 5 mi radius when we received an RA to climb at 2000 FPM. First officer pulled back. We were IMC at the time. I never saw traffic Y. Out of 18300 ft the TCASII stopped yelling at us. I called ZHU (126.95) 5 times to advise of TCASII climb. He never answered me. A little later I called center again and advised him of our climb and asked for phone number. I had to ask twice. I called supervisor later that night (ZHU) and advised him of our problem.

Narrative: FO WAS FLYING. ACR X WAS DSNDING THROUGH FL180 WHEN OUR TCASII WARNED US OF 'TFC.' I PUSHED SCALE ON TCASII TO READ 5 MI RADIUS WHEN WE RECEIVED AN RA TO CLB AT 2000 FPM. FO PULLED BACK. WE WERE IMC AT THE TIME. I NEVER SAW TFC Y. OUT OF 18300 FT THE TCASII STOPPED YELLING AT US. I CALLED ZHU (126.95) 5 TIMES TO ADVISE OF TCASII CLB. HE NEVER ANSWERED ME. A LITTLE LATER I CALLED CTR AGAIN AND ADVISED HIM OF OUR CLB AND ASKED FOR PHONE NUMBER. I HAD TO ASK TWICE. I CALLED SUPVR LATER THAT NIGHT (ZHU) AND ADVISED HIM OF OUR PROB.
