Narrative:
Air carrier X after takeoff on departure ord runway 32L climbing to 5000 ft MSL runway heading, contacted departure control (125.4) and received 'radar contact.' new clearance immediately followed to climb to 6000 ft MSL and informed of crossing traffic at 1 O'clock, 5 mi at 7000 ft MSL. We observed and called traffic in sight (foker 100) which passed right to left in front of us as we were climbing through approximately 4500 ft MSL. With reported traffic now at 9 O'clock approximately 3 mi above us and as we were climbing through approximately 5500 ft MSL ord departure control ordered us to 'level off immediately.' our TCASII simultaneously gave us a TA on aircraft at 1 O'clock approximately 2 mi at 6300 ft MSL (could have been at wbound VFR altitude since it was wbound in trail with foker 100 traffic previously reported). No TCASII RA was ever received during this incident. We immediately leveled off at 5700 ft MSL and asked ord departure control for clarification of our climb clearance. We received no response except further insistence that we level off immediately. We then told departure control that we were cleared to 6000 ft MSL and were descending back down to 5000 ft. Departure acknowledged our intention with 'roger.' observed on TCASII that conflicting traffic had passed behind and above us with no further conflict.

Narrative: ACR X AFTER TKOF ON DEP ORD RWY 32L CLBING TO 5000 FT MSL RWY HDG, CONTACTED DEP CTL (125.4) AND RECEIVED 'RADAR CONTACT.' NEW CLRNC IMMEDIATELY FOLLOWED TO CLB TO 6000 FT MSL AND INFORMED OF XING TFC AT 1 O'CLOCK, 5 MI AT 7000 FT MSL. WE OBSERVED AND CALLED TFC IN SIGHT (FOKER 100) WHICH PASSED R TO L IN FRONT OF US AS WE WERE CLBING THROUGH APPROX 4500 FT MSL. WITH RPTED TFC NOW AT 9 O'CLOCK APPROX 3 MI ABOVE US AND AS WE WERE CLBING THROUGH APPROX 5500 FT MSL ORD DEP CTL ORDERED US TO 'LEVEL OFF IMMEDIATELY.' OUR TCASII SIMULTANEOUSLY GAVE US A TA ON ACFT AT 1 O'CLOCK APPROX 2 MI AT 6300 FT MSL (COULD HAVE BEEN AT WBOUND VFR ALT SINCE IT WAS WBOUND IN TRAIL WITH FOKER 100 TFC PREVIOUSLY RPTED). NO TCASII RA WAS EVER RECEIVED DURING THIS INCIDENT. WE IMMEDIATELY LEVELED OFF AT 5700 FT MSL AND ASKED ORD DEP CTL FOR CLARIFICATION OF OUR CLB CLRNC. WE RECEIVED NO RESPONSE EXCEPT FURTHER INSISTENCE THAT WE LEVEL OFF IMMEDIATELY. WE THEN TOLD DEP CTL THAT WE WERE CLRED TO 6000 FT MSL AND WERE DSNDING BACK DOWN TO 5000 FT. DEP ACKNOWLEDGED OUR INTENTION WITH 'ROGER.' OBSERVED ON TCASII THAT CONFLICTING TFC HAD PASSED BEHIND AND ABOVE US WITH NO FURTHER CONFLICT.
