Narrative:
We were departing lax runway 25 right on the LAXX2 departure. This departure says to fly a 250 degree heading until crossing the smo VOR (smo 110.8) 160 degree radial and then turn left to a 220 degree heading. We were climbing through 1000 ft and had just cleaned up the aircraft when TCASII issued a 'descend' command followed immediately by 3 'climb now' commands. I added power and increased the climb rate to the green band on the vsi which was in excess of 2000 FPM. We informed departure control of the TCASII alert just as we spotted a small aircraft off our right side and slightly below us. Departure control informed us that the aircraft in question had departed from the north side of lax, and if we had turned at the shoreline there would not have been a problem. At the time we received the first TCASII alert, neither the captain or first officer instruments showed us to be passing the smo 160 degree radial. I asked for a phone number to check on the incident and was given. I tried to call this number 3 different times but it was never answered.

Title: ALLEGED HDG TRACK DEV BY ACR LGT CAPT CREATES POTENTIAL CONFLICT WITH SAME DIRECTION DEP TFC.
Narrative: WE WERE DEPARTING LAX RWY 25 R ON THE LAXX2 DEP. THIS DEP SAYS TO FLY A 250 DEG HDG UNTIL XING THE SMO VOR (SMO 110.8) 160 DEG RADIAL AND THEN TURN L TO A 220 DEG HDG. WE WERE CLBING THROUGH 1000 FT AND HAD JUST CLEANED UP THE ACFT WHEN TCASII ISSUED A 'DSND' COMMAND FOLLOWED IMMEDIATELY BY 3 'CLB NOW' COMMANDS. I ADDED PWR AND INCREASED THE CLB RATE TO THE GREEN BAND ON THE VSI WHICH WAS IN EXCESS OF 2000 FPM. WE INFORMED DEP CTL OF THE TCASII ALERT JUST AS WE SPOTTED A SMALL ACFT OFF OUR R SIDE AND SLIGHTLY BELOW US. DEP CTL INFORMED US THAT THE ACFT IN QUESTION HAD DEPARTED FROM THE N SIDE OF LAX, AND IF WE HAD TURNED AT THE SHORELINE THERE WOULD NOT HAVE BEEN A PROB. AT THE TIME WE RECEIVED THE FIRST TCASII ALERT, NEITHER THE CAPT OR FO INSTS SHOWED US TO BE PASSING THE SMO 160 DEG RADIAL. I ASKED FOR A PHONE NUMBER TO CHK ON THE INCIDENT AND WAS GIVEN. I TRIED TO CALL THIS NUMBER 3 DIFFERENT TIMES BUT IT WAS NEVER ANSWERED.
