Narrative:
In addition to the report submitted, I believe the parachute jumping activity should have been notamed. The jump activity should have been at least 3 mi to the side of clouds. Approach should have vectored my aircraft earlier, and I should have requested a vector away from the parachute jumping activity earlier. This letter concerns the near miss between my aircraft and a parachute jumper. On aug/xx/93 at XA00Z. Position; pae VOR 085 degree radial at 8 DME. Altitude: 6000 ft. WX: broken coverage, bases 3000 ft, tops 10000 ft. Cumuliform type clouds. Visibility unrestricted. Communications as I recall. XA52 approach: traffic, a jump aircraft over harvey. Reporter: thanks. XA59 jump aircraft: seattle approach, jumpers away in 1 min. Approach: (unintelligible grunt). XA59:30 approach: 12 O'clock, 1 mi out of 10000. Reporter: ok. XA59:45 reporter: approach, how about a divergent vector? Approach: turn right, no, turn left 270. Reporter: 270. XB00 reporter: I just missed a jumper by 1/4 mi. Approach: roger. Reporter: he had an orange chute, he was in and out of the clouds. Observations: it would be impossible to tell if a midair would have occurred if the vector was not followed. However, the proximity of the jumper was evident by the details visible, white drouge, orange canopy and dark jump suit. The jumper was clearly in and out of a tall cumulus cloud.
