Narrative:
On vectors for approach into isp. Very busy wkend afternoon for flying. ATC very busy. We received an RA to descend. I was first officer flying. Captain nor I could identify target, so on captain's command, I commenced descent and complied with RA. We were level at 3000 ft initially. I believe maximum deviation was 300 ft. At 2700 ft we received 'clear of conflict' and I returned to 3000 ft. Captain advised controller we had vacated altitude for RA and were climbing to assigned altitude. As I recall, controller was so busy he didn't acknowledge. I don't think he actually ever realized we had an RA, deviated and advised him! This was the second RA I had in 1 week from 2 different low altitude approach control facilities (other was bwi). Either our TCASII's are too sensitive or ATC is overloaded and not providing proper separation.
Original NASA ASRS Text
Title: POTENTIAL CONFLICT AVOIDED DURING ALTDEV ALT EXCURSION BY ACR MLG. A TCASII RA ALERT.
Narrative: ON VECTORS FOR APCH INTO ISP. VERY BUSY WKEND AFTERNOON FOR FLYING. ATC VERY BUSY. WE RECEIVED AN RA TO DSND. I WAS FO FLYING. CAPT NOR I COULD IDENT TARGET, SO ON CAPT'S COMMAND, I COMMENCED DSCNT AND COMPLIED WITH RA. WE WERE LEVEL AT 3000 FT INITIALLY. I BELIEVE MAX DEV WAS 300 FT. AT 2700 FT WE RECEIVED 'CLR OF CONFLICT' AND I RETURNED TO 3000 FT. CAPT ADVISED CTLR WE HAD VACATED ALT FOR RA AND WERE CLBING TO ASSIGNED ALT. AS I RECALL, CTLR WAS SO BUSY HE DIDN'T ACKNOWLEDGE. I DON'T THINK HE ACTUALLY EVER REALIZED WE HAD AN RA, DEVIATED AND ADVISED HIM! THIS WAS THE SECOND RA I HAD IN 1 WK FROM 2 DIFFERENT LOW ALT APCH CTL FACILITIES (OTHER WAS BWI). EITHER OUR TCASII'S ARE TOO SENSITIVE OR ATC IS OVERLOADED AND NOT PROVIDING PROPER SEPARATION.
