Narrative:
Cleared for approach to pwk (VOR 16) and handed off to pwk tower. I could see the obk VOR below at 2500 ft through holes in clouds. I was over the top of it when needle on navcom went full deflection. I continued same heading, waiting for needle to return. It did not and finally called missed approach after pwk tower indicated I was off the final approach course. High winds and changes blew me off course. (Pilot in plane behind me having similar problem.) following missed approach, I was given vectors to shoot the approach again with excellent results. I possibly went too far off course before calling a missed approach. Following needle deflection over IAF the needle did not return and I possibly waited too long to identify the event. Due to high and variable winds.

Title: HDG TRACK DEV ON IAP VOR APCH.
Narrative: CLRED FOR APCH TO PWK (VOR 16) AND HANDED OFF TO PWK TWR. I COULD SEE THE OBK VOR BELOW AT 2500 FT THROUGH HOLES IN CLOUDS. I WAS OVER THE TOP OF IT WHEN NEEDLE ON NAVCOM WENT FULL DEFLECTION. I CONTINUED SAME HDG, WAITING FOR NEEDLE TO RETURN. IT DID NOT AND FINALLY CALLED MISSED APCH AFTER PWK TWR INDICATED I WAS OFF THE FINAL APCH COURSE. HIGH WINDS AND CHANGES BLEW ME OFF COURSE. (PLT IN PLANE BEHIND ME HAVING SIMILAR PROB.)
